General Plan website!

The Duarte Comprehensive General Plan process began in April of 2005 when Economic & Development Specialist, the city’s prime General Plan consultant, began gathering background data to be used during the General Plan update process.  On August 14, 2007 the Duarte City Council certified the associated Environmental Impact Report and adopted the Duarte Comprehensive General Plan for the years 2005 through 2020.

One-on-one interviews with twenty-one individuals (Major Stakeholds), representing a cross section of Duarte, where conducted in August and September of 2005.  These interviews were intended to identify key issues and opportunities to be addressed in the General Plan update process.   

In September of 2005 a community survey was mailed to all Duarte residents and businesses requesting opinions about their community.   An astonishing 21% of the surveys, mailed in both English and Spanish, were completed and returned.  An 11% response for such surveys is typical. 

Fifteen citizens, representing a cross section of Duarte volunteered to be members of the  “General Plan Steering Committee”.  Twenty-two citizens volunteered to be on the “General Plan Advisory Committee”. Together these individuals, along with other Duarte citizens met in October of 2005 for the first of twelve General Plan meetings to draft a comprehensive future plan for their community. Over the nine months from that time, 320 people have devoted over 480 hours to help plan Duarte’s future into the year 2020.

This draft document represents the attitudes of Duarte residents and business people as summarized from the surveys, Major Stakeholder interviews, and input from the Steering and Advisory Committees and other citizens. The General Plan is the blueprint for future development within the community.  As a result, we encourage all who live and/or work in Duarte to review this very important draft document.  For tose of you in the City of Duarte that took the time to complete the survey and/or participate in the General Plan, the City Council would like to thank you for helping to plan the future of your community.
