About
the General Plan
The Comprehensive General Plan is a policy document which is long
range and general in nature. It is comprehensive in that it addresses
every aspect of a community from future land uses, retention of open
spaces, traffic and circulation challenges, conservation of natural
resources, community noise issues, safety concerns, and housing needs
and supply. Along with the seven mandatory elements required by State
law, the Duarte General Plan Update will also include a Historic Preservation
Element and an Economic Development Element. California law requires
that zoning, subdivisions, Capital Improvement Projects and many other
local implementation tools be consistent with the General Plan. Because
the General Plan is long range, costly and takes a long time to prepare,
most cities update these plans about every twenty years. On August
14, 2007 the Duarte City Council certified the assicited Environment
Impact Report and adopted the Duarte Comprehensive General Plan for
the years 2005 through 2020. The prior Duarte General Plan was adopted in 1993.
The
Duarte City Council has made a commitment to solicit as much public
input as possible by hiring Arellano Associates, a full-service
community outreach consulting firm, to provide community outreach
consulting services for the City’s General Plan update process.
The General Plan update was headed by Art Rangel, Principal
of Economic & Development Specialist, a community development
consulting firm with expertise in City Planning, Economic Development
and Redevelopment. Mr. Rangel, a certified City Planner,
coordinated the entire General Plan process and its various consultants.
Mr. Rangel was responsible for incorporating community input into
the General Plan goals and policies and wrote the General Plan
update.
