City Council / City Manager Salaries

The City of Duarte during its July 27, 2010 City Council meeting openly responded to questions posed during public comments regarding the compensation of City officials. City Manager Darrell George reviewed for both the residents present and the viewing cable audience the compensation packages of City Management and City Council.

Annual salaries for the various positions were listed as follows: City Manager - $205,344, Assistant City Manager - $144,936, Community Development Director - $140, 256, and Parks and Recreation and Public Safety both $137,580. Mayor Finlay announced the Council compensation separately at a rate of $550 per month ($6,600 annually) plus a benefits package. This discussion also comes on the heels of a recent request by Governor Arnold Schwarzenegger for cities to publically disclose salary information on their respective websites.

"Since the City’s incorporation 53 years ago, salaries and benefits, have consistently been part of the public record, the budgeting process and eventually adopted by resolution," said Darrell George, City Manager. Adding, “all very much in the public light.”

According to a recent survey of San Gabriel Valley Cities conducted by the San Gabriel Valley Newspaper Group, the Duarte City Manager’s annual salary is in the median range when compared to other Valley cities. A stark contrast to the exorbitant $100,000-plus council and $800,000-plus city manager salaries recently reported in the City of Bell.

The Duarte City Council generally meets twice a month at regularly scheduled public meetings as well as attend the majority of City events. Council members are also members of state, county and other inter city boards and districts where they represent the City. Council members must also meet periodically with other elected officials and staff from other Federal, State, and County agencies. On the average, this equates to an additional three to 10 meetings or events per month per Councilmember.

A progressive City of over 23,000 people, the City of Duarte has a long history of maximizing limited resources by utilizing contract services. In fact, there are only two employees per 1,000 residents as compared to most cities that average between five to eleven per 1,000 residents. With the lowest deficit in over three years, Duarte maintains an approximate $11.8 million dollar general fund-operating budget with a reserve of $4.8 million, keeping approximately 41% of its operating budget in savings.
