Application Procedure
Every person or company conducting business in the City of Duarte is required to obtain a business license. Business license applications can be obtained at City Hall Monday through Thursday between 7:30am and 6pm. Included are apartment buildings, retail outlets, wholesalers, manufacturers, service companies, contractors, professionals, self-employed persons and home-based businesses. You must register and pay for the business license PRIOR to the commencement of your business in Duarte. The business license tax is paid ANNUALLY. The City sends renewal notices as a courtesy to the business owner, but it is the responsibility of the individual business owner to be aware of the business tax due date and send payment in a timely manner.
Business licenses are not transferable or assignable to any other person or corporation. If there is a change in ownership, the City of Duarte must be notified and a new application completed. Business Licenses cannot be issued when another permit is required before operations begin. For example, additional permits and/or documentation are required for firearm sales, bingo, handbill distribution, fortune telling, charitable, and door-to-door solicitations, and mobile food carts.
Fees
License fees will vary according to the type of business. It is important to call the City of Duarte, Finance Department, to determine the exact fees charged for specific businesses. The business license fee for a fixed location is based on a flat rate plus an additional amount for the number of employees. Apartment building fees are based on the number of units. Vending machine businesses are based on gross receipts. Failure to pay the business license fees when due will result in the assessment of penalties. A 10% per month cumulative penalty is charged for business licenses renewed after the expiration date.

Animal Control Services
Just like your car needs to be licensed, so do your dogs. Registration of cats is optional, but if registered cats are impounded, owners may be located based on the license information. It’s important to your pet’s health to stay up to date on their rabies and booster vaccinations. Your beloved pet might not leave your yard, but wildlife enters your yard and they could infect your pet with the rabies or distemper virus.
Don’t take the risk of being cited for unlicensed pet. It could cost you precious time and money you can’t afford to lose.
Help keep your pet safe, vaccinate, and license your pet today. We offer a low cost vaccination clinic to the residents of Duarte in the month of June. Please inquire in April or May to determine the exact day the clinic will be offered. The licensing period for dogs runs from July 1 through June 30th of the following year.
All dogs over the age of 4 months must be licensed. A valid rabies certificate covering the entire licensing period is required as well as a certificate of sterility, if applicable.
Spayed or neutered dog licenses receive a $23.00 discount, per year, on licensing. Proof of spaying/neutering is required to qualify for the reduced fee.

Senior Citizen over the age of 65 are entitled to one free licensed per household for a spayed/neutered dog. For any additional pets, normal rates apply.

Licenses are due annually on July 1st. Licenses purchased after September 1 are subject to $50.00 penalty.

Animal Traps

Animal Control Emergencies
Life threatening situations – call 911.
Emergencies regarding pets or wildlife can be directed to Duarte Animal Control at (626) 357-7938.
LA County Animal Shelter may also be called to respond if the Public Safety Office is closed (626) 962-3577.
Temple Sheriff’s Station should be called in non-emergency situations involving animals at (626) 448-9861.

Miscellaneous Permits
Temporary Parking Permits
Temporary Parking Permits are issued for guest parking or other circumstances of a temporary nature where off-street parking is insufficient. Temporary Parking Permits are $5 and are valid for a maximum/minimum of 10 days. Temporary Parking Permits can be obtained in City Hall or the Public Safety Office. If a temporary parking permit is needed outside of business hours, you may call the public safety department at (626) 357-7938. Leave a message stating the location of the vehicle, license plate number, and description of vehicle. The next day you MUST purchase a temporary parking permit at either of the above locations. If it is a Saturday night after business hours, the permit can be obtained on the following Monday.
Annual Parking Permits
Annual Parking Permits can be obtained for circumstances where the residence does not supply sufficient off-street parking for multiple vehicles. In order to obtain an annual parking permit, there must be more vehicles parked at the residence on a permanent basis and insufficient parking to accommodate them. Garages must be clear of storage and utilized for the intended use of vehicle parking. An application is required and must be submitted to the Community Development Department. Current registrations for ALL vehicles parked at the subject location must be submitted along with the application. Vehicles must also be registered to the subject address. Annual Parking Permits are $40 and valid per fiscal year, July 1st through June 30th. Once all required documentation is submitted and verified, a $6 non-refundable inspection fee must be paid and an inspection time and date will be scheduled for staff to inspect your garage. Vehicles need not be present. A temporary parking permit will be issued, free of charge, for up to 10 days while your application is being processed.

Yard Sale Permits
The City allows reasonable use of residential property for "Garage Sales, Yard Sales, Estate Sales, Boutiques, etc". Sales should cause no detrimental effect in a neighborhood's appearance and should be conducted with concern for neighborhood appearance. Two yard sales may be conducted for a maximum of two consecutive days, per calendar year, per address. The City requires that the resident take out a Yard Sale Permit, at no charge, at least 24 to 48 hours in advance of the proposed sale.
Street Banner Permits
Organizations requesting use of the street banner poles must submit an application to the Community Development Department at least 30 days before desired use. Street Banner display is permitted for a maximum of two weeks. Approval to use the street banner poles will be on a priority schedule, based on the date of filing the application. A non-refundable $50.00 application processing fee must be submitted with the application. If requested dates are not available, the application fee will be refunded.
Special Event Permits
Special Event Permits require a $25 fee and application that must be submitted to the Community Development Department. The City requires a minimum of ten (10) days for review of the application and supplemental information. The application will be reviewed by all necessary departments, including, but not limited to Community Development, Public Safety/Sheriff, and Finance departments.
