Corp Of Engineers Work on San Gabriel River

DUARTE, CA September 28, 2011 - Los Angeles County has authorized the Army Corp of Engineers to complete drop structure maintenance in the San Gabriel River adjacent to Duarte and Azusa for at 10-day period to end on October 5, 2011. The scope of work included 3 drop structures and the time to complete the work is 10 days.
The short schedule required the contractor to work 24 hours a day. For the balance of the project, noisy activities will be limited to daylight hours and quieter activities such as the installation of wire mesh and concrete pours would occur at night. The dams are closed during the project and will flow again after completion.
Over 1 1/2 ago, the City of Duarte provided comments to the Corp specifically noting the Duarte Municipal Code (DMC) section that limits construction noise between 10:00 pm and 7:00 am as well as the City's public works permiting requirements establishing working hours beteween 7:00 am and 5:00 pm Monday - Friday. Neither the County or the Corps informed the City that work would be starting or discussed the work hour change. Apparently, the critical nature of the project required the condensed construction schedule and the 24 hour a day work effort.
