Refuse Collection Services
Residential and Commercial trash/recycling collection is provided through a contract with Burrtec Waste Services. Refuse service is billed quarterly (every three months). Residential refuse collection is automated and provided once a week. Collection days are by zone (see map). Burrtec provides all residential customers with containers (40 gallons, 60 gallons or 90 gallons). Rates vary based on the size of barrel selected (see residential rate chart). Containers must be placed in alleys or parkways by 7am on pickup day and removed before 8am on the following day. Commercial Refuse Bins vary in price depending on size and frequency of pick up (see commercial rate chart).
Refuse Collection Holiday Schedule Policy
When the holiday falls on a weekday other than a Monday, collections for the remainder of the week will be delayed by one day. When a company observed holiday falls on a Monday, there will be no service delay.
Extra Holiday Trash and Recycling Collection
Approximately 80% of holiday trash is recyclable. All gift boxes, wrapping paper, greeting cards, and cardboard packaging are items that may be placed in the recycling barrel. Burrtec will collect excess holiday trash and recyclables beginning December 26, 2012 through January 4, 2013. Single-family residences may place excess holiday trash/recyclables in bags alongside their containers on collection day.

Residents are encouraged to attend a free Smart Gardening workshop sponsored by Los Angeles County Department of Public Works. No reservation needed. Recycling
Recyclable Materials Automated Recyclables Collection is provided once a week on your trash collection day, collection times may vary. A blue 60-gallon barrel is provided and an additional recycling barrel is available at no charge on request. Recyclables can be mixed together. Acceptable recyclable items are shown on the following table.

Green Waste
Allowable Green Waste
Automated Green Waste Collection is provided once a week on your trash collection day, collection times may vary. A green 60-gallon barrel is provided, and additional green waste barrels are available for a fee. Green waste collection is unlimited and includes the collection of Grass clippings, tree trimmings, prunings, weeds, leaves, brush, shrub trimmings, twigs and small branches. We do not accept dirt, rock, Concrete, Palm Fronds, Cactus, or Food waste). Residents may also use their own barrels and/or tied 4’x2’ bundles, for excess green waste.

Many common household products pose a hazard to the environment if disposed of improperly. Materials such as used motor oil, paint, turpentine, acid or lye-based cleaners, household and car batteries, pesticides and garden herbicides can damage the environment if tossed in the trash or poured down a sink or storm drain. All household hazardous waste should be taken to a local “Roundup”. Please note that Electronic Waste is accepted at all Household Hazardous Waste Roundups. Electronic Waste includes televisions, cell phones and computer monitors.

LARA: The Los Angeles Regional Agency
In 2004, the California Integrated Waste Management Board (CIWMB) approved the formation of LARA as a regional agency whose mission is to assist members in meeting and exceeding the 50% waste diversion mandates of State Assembly Bill 939. is a consortium of 16 member cities in Los Angeles County including the City of Duarte. The consortium was formed by environmentally conscious recycling liaisons and City Councilmembers from member cities. Used Motor Oil Recycling/Oil Changes
FACT: Just one gallon of used motor oil can contaminate 1,000,000 gallons of fresh water.
By volume, used motor oil is one of the largest hazardous waste streams in California. While about 70% is recovered and recycled, the remaining 30% remains unaccounted for and poses a significant threat to the environment due to its insoluble nature and heavy metal content. Disposing of used motor oil or filters into the trash is illegal. Also, pouring used motor oil onto the ground or into storm drains contaminates our soil, our waterways, and our groundwater supply. Do your part to protect the environment, and conserve a valuable natural resource...always recycle used motor oil and filters.
1) Request curbside pick-up through Burrtec Waste Services. Used motor oil and filter pick-ups take place on trash day, and must be scheduled at least one day in advance. This service is available to single family homes. Up to three free collections may be requested per calendar year. Contact Burrtec at 800-325-9417.
2) Deliver used motor oil and filters to a certified collection center. Four collection centers exist in the City. Be sure to contact centers for hours of operation and quantities accepted.

Free drain containers are available to Duarte residents. Containers are reusable, and have a capacity of 10 quarts. To obtain a container, stop by Duarte City Hall, or contact Burrtec at 800-325-9417.

Roundups are free to all LA County residents. Items accepted include auto fluids, paint, household cleaning products, pool chemicals, fertilizers, unused medication, and obsolete electronics.

· Provides a simple and easy website, CheckYourNumber.org, to find a vehicle's number as well as learn more about the economic and environmental impact of oil changes.
Carbside Collection
Curbside collection of used motor oil and filters is also available to Duarte residents. This service is available to single family residences through Burrtec Waste Services. Up to three collections may be requested per calendar year. Please contact Burrtec at 626-932-1558 for further details or to schedule a pick-up.
Senior Discount & Free Senior/Disabled Pull-Out Service
Per the agreement with Burrtec Waste, City of Duarte residents aged 62 and over are eligible for reduced cost refuse disposal services on the 40 gallon black bin only. Qualified residents may fill out an application below and submit to Burrtec staff for review. The Senior/Disabled Pull-Out Service is available at no-cost to qualified residents. To receive this service, residents must provide Burrtec with a Doctor's note detailing their respective disability or a copy of their official State of California handicapped placard.
Street Sweeping
Street sweeping services are provided through Burrtec Waste Services. The schedule for residential street sweeping is every other week while the sweeping of designated commercial thoroughfares is every week. Street sweeping helps keep the City clean and decreases debris that is washed into the storm drain systems that ultimately flow into the pacific ocean. The City of Duarte encourages residents to not park on the street during their designated street sweeping day in an effort to improve street sweeping curb access. Christmas Tree Recycling
The City of Duarte through its franchised trash hauler, Burrtec Waste, provides a Christmas tree collection service for residential customers in conjunction with Sanitation districts of Los Angeles County annual Christmas Tree Recycling program. Christmas trees will be collected from single family homes at the curbside on regular trash collection days from Dec. 26 through Jan. 14, 2013 All decorations must be removed. Flocked trees or trees coated with a fire retardant will be accepted. Trees over 6’ need to be cut in half. Christmas tree collection will also be available in the county area of Duarte. The County of Los Angeles has contracted with waste haulers serving the unincorporated areas to provide Christmas tree recycling services to residences, multi-residential complexes and commercial, institutional, and industrial entities. Multi-family & Commercial Recycling AB 341
AB341 requires mandatory commercial recycling in California beginning July 1, 2012. Businesses or public entities that subscribe to a service of 4 cubic yards or more of solid waste per week must recycle. Multi-family dwellings of 5 units or more must also recycle.

What are the benefits of this law?
1. The more recyclable materials a business can divert from their trash, the greater the potential savings and/or reduction in costs (i.e., monthly trash bill)
2. Recycling can help reduce emissions of methane, air toxics, and criteria pollutants from landfills
3. Recycling frees up space in landfills that have a limited capacity

Who is required to recycle?
1. Businesses, business complexes, or public entities that have the capacity to create 4 cubic yards or more of solid waste per week
2. Owners/managers of a Multi-family dwelling of 5 units or more
Why was Assembly Bill 341 signed into law?
1. To reduce the green house gas (GHG) emissions by diverting commercial solid waste through recycling efforts, and to expand the opportunity for additional recycling services and recycling manufacturing facilities in California
2. To reduce methane emissions at landfills from the decomposition of organic materials
3. To meet the statewide goal of 75% solid waste diversion by 2020
4. According to 2008 Statewide Waste Characterization data, the commercial sector generates nearly three-fourths of the solid waste in California. Most of the commercial sector waste disposed in landfills is recyclable
When does this law take effect?
All affected properties are required to start recycling by July 1, 2012.
HOW DO I CREATE A RECYCLING PROGRAM?
Identify a Team Recycling Leader
- Find someone at your business or property who will take the lead in being the point person for your recycling program.
- Set up/implement a recycling plan
- Do inventories of your trash so you can determine how to reduce what you dispose and divert more recyclables. Buy recycling bins, make signs, contract with a permitted hauler, and look at Mind Your Business.
Make it a Team Effort
Get other people at your business or property involved and your program will produce better results.
Make it fun
Have a potluck and have attendees identify items at the potluck that are recyclable and non-recyclable. Reward participants with recycled content gifts.
If you are at a business, assign team captains from different departments or divisions who can help the team leader.
Consistently communicate to employees or residents the importance of the program.
Monitor your waste volume periodically to see how you are progressing.
