Business License Enforcement D.M.C. 5.04
Business licenses are required for all individuals or companies that operate in the City of Duarte. Business licenses may be purchased from the Finance Department. Business licenses are valid for one year from date of purchase unless otherwise indicated.
Parking Enforcement D.M.C. 11.04
Vehicles that are unlawfully parked may be cited and or towed away at the owner’s expense. The Los Angeles County Sheriff’s Department and City officers are responsible for enforcing parking regulations.
Parking Enforcement D.M.C. 11.13.010
All-night street parking restricted. No person shall park any vehicle on any "restricted street" between the hours of three a.m. and six a.m. on any day.

In order to better accommodate the public with their over night parking needs The City of Duarte Public Safety Department located at the Target shopping center has started issuing the temporary over night parking permits.
The Public Safety Department

Temporary Parking Permits cost $5.00 and are valid for up to 10 days.
You may still purchase permits at Duarte City Hall.
The Fire Department, located at 1105 Highland Ave, will no longer issue parking permits.
If you need a temporary parking permit outside of business hours, call The Public Safety Department at (626) 357-7938 and please leave a message including the following information:
- The location of the vehicle,
- License plate, and
- Vehicle description
The next business day you MUST purchase a temporary parking permit at the Public Safety Department or City Hall. For any questions, please contact (626) 357-7938.
Property Maintenance D.M.C. 9.33
All properties, both commercial and residential, are required to be maintained free of nuisances and blight. Homes and businesses that are well kept improve our community. The Public Safety Department is responsible for the enforcement of all applicable codes. If you have any questions or concerns contact the Code Compliance Division at (626) 357-7938.
Vendor Violations D.M.C. 5.16
All vendors are required to have the appropriate Solicitors or Peddlers permit as well as a Los Angeles County Health permit if applicable. Please report vendor violations to the Public Safety Department at (626) 357-7938 or Temple Sheriff’s Station at (626) 448-9861.
Inoperative Vehicles on Private Property D.M.C. 9.45
All vehicles are required to be currently licensed and fully operable if they are parked within public view. Vehicles that don't run or have a certificate of non-operation must be parked in a fully enclosed building (garage). Zoning Enforcement D.M.C 19.24
Most residential properties within the City of Duarte are zoned R-1 (single family). Garages that are converted into living quarters or that are used for other than storage may be in violation. Certain businesses are required to operate in areas other than residential zones. These are some typical Zoning violations. Animal Control D.M.C. 8.04
Animal Leash Laws
Dogs are required to be leashed at all times when off the owner’s property, (except when being transported in a vehicle). Leashes may not exceed six feet in length and must be controlled by a competent individual. To report violations or if you have any questions contact the Public Safety Department at (626) 357-7938. Barking Nuisance D.M.C. 8.04.840
No animal may make any noise or cry that would disturb a person of normal sensitivity regardless of the time of day. If you have any problems or questions regarding a noisy animal please contact the Public Safety Department at (626) 357-7938.
Dog Licensing D.M.C. 8.04.170
All dogs over the age of 4 months are required to be licensed. A rabies vaccination certificate, which is valid for the entire licensing period, and a certificate of sterility (if applicable) are required to license your pet. License fees are $20 for spayed and neutered pets, or $40 if the pet is unaltered. Licenses are due July 1 annually. Licenses purchased after September 1 are subject to a 100 percent penalty. Seniors over the age of 65 are entitled to one free license per household for a spayed or neutered dog. Licenses may be purchased at the Public Safety Office and at Duarte City Hall.
Animal Control Emergencies
Emergencies regarding wildlife or pets can be directed to Duarte Animal Control at (626) 357-7938. Los Angeles County may also be called to respond if the public safety office is closed (626) 962-3577. Temple Sheriff's Station should be called in life threatening situations involving animals at (626) 448-9861.
Rabies Vaccination Clinic Information
Once a year, the City of Duarte sponsors a low cost rabies vaccination clinic for Duarte residents’ pets. The clinic is staffed by a professional veterinarian and offers low cost vaccinations. City of Duarte dog licenses are also available for purchase at low cost. The clinic is held in June of every year. For more information on this clinic, please contact (626) 357-7938.
New Shopping Cart Ordinance in Duarte to Go into Effect, August 28, 2009
The City of Duarte has adopted a new ordinance to deal with the problem of stray shopping carts. Beginning Aug. 28, businesses and individuals will be responsible for the removal and misuse of shopping carts and laundry carts. The ordinance will prevent the unauthorized use, accumulation, and storage of abandoned shopping carts and laundry carts on public or private property by restricting the removal of carts from parking lots and requiring identification on carts.
The new ordinance imposes fees and fines for businesses, as well as fines for individuals in violation of the ordinance. City staff will work with the local business community to help educate them on the requirements of the new ordinance,” said Public Safety Director, Brian Villalobos.
Businesses will be required to submit a $60 fee along with a written cart retrieval program to the Public Safety Director prior to the establishment’s original or annual renewal business license application. They will need to demonstrate how they plan to retrieve abandoned carts and how they plan to prevent shopping carts from being taken off of their premises, among other requirements. Businesses will be fined $60 per cart for abandoned carts retrieved by the City. An additional $60 fine will be imposed for each occurrence in excess of three occurrences within a six-month period.
Persons found in possession of shopping carts or laundry carts outside the premises of the owner or caught removing a shopping cart from the business’s parking lot will be issued a written warning the first time and issued a citation if they are caught in violation of the ordinance again. The fine for the first offense will be $100, and an additional $50 for each additional offense.
