Blue Star Program
In 2004, the Duarte City Council implemented the Blue Star Banner Program in order to salute and honor the families of Duarteans serving in the Armed Forces. The Blue Star Banner program recognizes the families of active service people by providing them with a blue star banner to display in their window.
The program originates from a concept that was actually created in 1917 by a World War I Army Captain, who had two sons serving on the front line and placed a blue star banner in his window. It quickly became the symbol of families having a child in the service. The concept became a national program and was recognized by the Department of War during World War II. Since the beginning of the program the City has distributed over 50 blue star banners at both city council meetings and through the mail.
