The San Gabriel Valley Energy Wise Partnership recognized the City of Duarte for reaching gold level status in Southern California Edison's (SCE) Energy Leader Model.
The Energy Leader Model is an innovative program designed to recognize cities' leadership in energy efficiency (EE), demand response (DR), and energy planning. There are four levels in the Energy Leader Model: Value, Silver, Gold, and Platinum. In order for cities to progress in the Energy Leader, they must demonstrate leadership through EE in municipal facilities, community-wide EE, and the planning development, and implementation of Energy Action Plans.

Refrigerators and freezers operate 24 hours a day, so upgrades can make a big impact. Energy Upgrade California
Energy Upgrade California in Los Angeles County helps you make home improvements that can save energy and make your home more comfortable. These Whole Home rebates reward you for addressing your home energy efficiency needs as a system instead of piece by piece. The "one-stop shop" guides you through the process:
- Select an upgrade package that suits your needs
- Decide whether or not to pursue a Whole-House Home Energy Rating
- Find a participating contractor to complete your upgrade and maximize your savings
- Get rebates, incentives and financing to help pay for your upgrade

Property Assessed Clean Energy (PACE) Financing
Through Energy Upgrade California in Los Angeles County, owners of non-residential commercial properties in Los Angeles County have access to an innovative financing mechanism to fund building performance upgrades – PACE financing.
Under the PACE structure, property owners can negotiate project-specific terms with the investors of their choice, and repay the cost of the upgrade over time through a contractual assessment placed on the property tax bill. Because PACE investors are fully secured through a voluntary contractual assessment, PACE investors have the security to offer financing at lower rates and over longer periods of time than has been possible until now.
Examples of performance upgrades eligible for PACE financing include:
- lighting upgrades
- heating ventilation and air conditioning (HVAC) equipment upgrades
- upgrades of drives, fans, pumps and motors
- building automation/management system upgrades
- building envelope performance upgrades
- installation fuel cells, solar thermal, or solar PV systems to generate cleaner electricity
- water fixture upgrades and smart irrigation systems
The benefits of PACE include:
- lower financing rates than other products in the market
- longer financing tenors than would otherwise be possible
- funding for up to 100% of project costs, enables projects to be cash flow positive in year 1
- equitable sharing of costs and savings with current tenants and future owners

Construction and Demolition Deposit Program
The City of Duarte's Construction and Demolition Waste Diversion Program requires that at least 50% of all material generated during a large construction and/or demolition project be diverted from landfilling (i.e. recycled or reused). The City's ordinance for this program was adopted in response to Assembly Bill 939 which was passed by the California legislature. AB 939 requires that every city and county in the State adopt and implement recycling and waste prevention programs to reach diversion goals in making substantial reductions in the volume of waste materials going to landfills.
A significant amount of readily recyclable construction and demolition material is currently being disposed of in area landfills. The goal of the construction and demolition ordinance is not only to assist the City in fulfilling AB 939 but also to help alleviate the continuing problem of diminishing landfill space.
