Welcome from the Director

The staff of the Community Development Department is a dedicated group that enjoys providing development and maintenance service to our city. The Department prides itself on providing excellent customer service and it shows; the Los Angeles County Economic Development Corporation (LAEDC) selected the City of Duarte as a Most Business Friendly City. We intend to live up to that recognition. Our goal is to provide friendly, professional assistance and to help make Duarte a better place to live, work and shop.

Overview of Services

The Community Development Department is responsible for the well planned, safe and orderly development of the community and the maintenance of the City's streets and public infrastructure. The Community Development Department includes five Divisions: Planning, Building & Safety; Public Works & Engineering; Field Services; and Economic Development.


The Planning Division is responsible for implementing the City’s General Plan and the orderly development. The Division provides service to the Planning Commission and the Architectural Review Board. If you need to know the zoning of your property, what the requirements are to add to your house or have general questions about the development process, a planner will be able to help you. The Division also provides staff service for the Department’s economic development program and the Economic Development Commission.

Public Works & Engineering

This Division is responsible for the maintenance, design, improvement and construction of city streets and sidewalks. The Division is tasked to coordinate and manage all work that occurs in the public right-of-way that includes: ensuring proper installation and inspection of all public improvements such as streets, curbs, gutters, sidewalks, water mains, sewer lines, and drainage facilities. The Division also monitors the city’s compliance with storm water requirements imposed by the State and Federal Government. If you plan to do work that involves a City right-of-way, the public works staff will assist you.

Building & Safety

If you plan to do any work on your home or building, there is a likelihood that a building permit will be needed. The Building & Safety Division can help you understand the requirements and will assist you through the process. The Division is responsible for administering the Building Code. The Building Department assures that these requirements are achieved by reviewing and approving plans and specifications, issuing permits, and making on-site inspections.

Field Services

The Field Services Division manages the maintenance of parks and medians and the City’s landscape & lighting districts. Employees wear orange shirts and you will often see them around the city working hard to make things look better.
